Cannot Use Elementor AoEs Empty

I'm having this weird issue where I just hit level 65, and I got my AoEs, but I can't assign them to a hotkey, or drag them down to the shortcut bar. I can't even queue them in the action slot. I've double clicked the icon, I've dragged it down but both times it gives me the red X.
