I have the quest required and tried to deliver it to Elementor priest but there was no
quest verification, just a gray question mark above it head... options <Introduction

It's a known bug which also occurred for a person that wanted to go Mercenary with all the pre-requisites.
Try re-logging or restarting the quest.
